Bureau of Utilities Hires New Chief

Carroll County, Maryland

The Department of Public Works is pleased to announce the hiring of Mr. Kenneth Donovan as the Chief of the Bureau of Utilities for Carroll County. He will begin working on Thursday, March 28, 2013.

Mr. Donovan and his family are residents of Hampstead and he has a degree in Mechanical Engineering from the University of Maryland. He has extensive experience in the engineering and construction industries and has fifteen years’ experience at a project manager. As bureau chief he will be responsible for all aspects of the operation and maintenance of water and wastewater facilities in the areas served by Carroll County Government. He will also manage thirty-two bureau employees and oversee the Utilities Enterprise Fund which has a budget of $14 million dollars.

Mr. Thomas Rio, Director of Public Work for Carroll County, said, “I am very pleased to welcome Mr. Donovan to my staff. His experience and expertise will be an asset to the county.”
